MUNICIPAL LAW OF THE HOME STONE OF FORT HASKINS (RHSH)
Per Decree of the Polemarkos [the Commander] and the Merchant Council of the Home Stone the following Laws are in effect:
1) Only those who in public have sworn allegiance to the Home Stone through the Vows of Duty, Honour and Loyalty, and by performing the Rite of Allegiance are to be consider as Citizens.
2) The Polemarkos [the Commander] of Fort Haskins is First Officer of the Home Stone and since Fort Haskins is a military garrison holds the office of Praetor [Lawspeaker] to the Home Stone.
3) The High-Captain [the First Sword] of Fort Haskins is Second Officer and Judicial Champion of the Home Stone and leader of the Guardsmen [the local law enforcers].
4) The Merchant Council of Fort Haskins governs the Laws and the daily business of the Home Stone. There are seven [7] seats on the Council. Only Citizens can fill a seat on the Council. Two seats are reserved. One for the Polemarkos [the Commander] and one for the High-Captain [The First Sword].
5) Due to limited resources of food and supplies no Citizen of High Caste, are to keep more than five [5] slaves in collar at any time; no citizen of Low Caste, are to keep more than three [3] slaves in collar at any time. Hired Mercenaries to the Home Stone are allowed to keep only one [1] such within the Walls of the Home Stone.
6) The number of City Slaves owned by the Home Stone [those not owned by the individual Houses] may never be above the total number of Citizens.
7) In the case of the death of a Master. Slaves, like other property, passes to the heirs, or, if there are no heirs, to the State [the Home Stone].
8) No beasts, other than branded slaves, regardless of species are to enter past the Walls of Fort Haskins, but stalled in the holding-pens for such in the enclosure by the West Gate, unless documents of Health have been procured from the First Physician [the Head Physician of the Green Caste] This, to insure no illnesses are to spread.
9) No vendor of goods and merchandise allowed to do trade within the Walls of Fort Haskins, unless documents of Stall and Legal Vendor have been procured from the First Magistrate [the Head Scribe of the Blue Caste]. This, to insure legal commerce within the Home Stone.
10) No slave is to wander wonder beyond the Walls of the Home Stone, least the beast be accompanied by at least one [1] Free, Citizen or hired Mercenary to the Home Stone.
