SYSTEM OF LAW on the World of Gor
Each Home Stone [jurisdiction] governed by an assembly of Free Men [the High Council, the Advisory Council, the Merchant Council, the Elders]. However, as long as the Council [the Court] is not made aware of the crime, it will go unpunished or will be settled outside of legal bonds of payment [Gorean Merchant Law].
There was no written Code of Law before after the Slave Wars, but the code of fines, duels and disavowing criminals was standard across the World of Gor.
After the Slave Wars it was decided that all the Laws should be written down and this was accomplished by the forming of Gorean Merchant Law that would deal with matters of Law and property [land, goods and merchandise, as well as slaves] making a joint Law for the dealings with property in regard to buying, owning, selling and vendoring such thus making the Rights of Property.
GOREAN MERCHANT LAW
- With Gorean Merchant Law shall lands and Home Stone be build. And if all Men would keep [be content with] what is theirs, and let others enjoy the same rights, there would be no need of Law. If the land had no Law, then He would have the most who could grab [by force] the most.
- The Law must be honest, just, reasonable, and according to the ways of the people [the citizens of the Home Stone, and the region]. It must meet their needs, and speak plainly so that all Men may know and understand what the Law is. It is not made in any Man's favour, but for the needs of all them who live in the land [belong to the Home Stone and its region].
- No Man shall judge [condemn] the Law which the First of the Home Stone [Administrator, Ubar, or Polemarkos [Commander of a Fort or other Military Camp] has given and the Home Stone chosen [the Council decided], neither shall He [the Administrator, the Ubar, or the Polemarkos] take it back without the will of the people [its citizens].
The Law in practice
Gorean Merchant Law which was formed and agreed upon by the High-Cities of Gor following the Slave Wars is the Law all of civilized Gor adhere to. And is the Law that takes precedence.
Municipal Law [Regional or within the Walls of a City] is made by the Council and must be followed by all citizens sworn to the Home Stone. A visitor to a Home Stone is not to be excused due to ignorance [lack of knowledge] of Municipal Law and must still abide by it.
The Guardsmen of the Home Stone [the rarius' of the Caste of Warriors] serve as local law enforcement, the High-Captain called the First Sword [the Sheriff/the Chief of Police] leads the Guardsmen of the Home Stone acting on behalf of the Home Stone in such matters defending the citizens and apprehending criminals.
The Praetor [the Lawspeaker/the Judge] in everyday affairs, use the Law and hears witnesses to rule whether the accused is guilty or not.
Punishment
There are four types of punishment in regard to the offenses of a citizen of the Home Stone:
1) Death [Treason, ie. Working against the Home Stone to which the citizen is sworn]
2) Outlawing [Repeated acts of disrespect or disregard for the Home Stone and its citizens]
3) Fines [Fine doubling for each offense]
4) Slavery [Penal Collars for the Oars, the Mines, the Quarry, or the Penal Brothels or other labour that will benefit the
Home Stone as a whole]
The most common means of justice are, however, fines, or slavery. Liars are in general not tolerated and are exiled from the Home Stone.
The amount of the fine varies depending on the severity of the offense. However, this system is extremely intriate and the fines themselves also vary according to the social status of the accussed and/or the victim.
The Gorean Caste system is a kind of social contract that classifies citizens into classes and set the amount for fines according to the crimes commited [Fines doubling for each offence]. Normal standard is 2 prior offences before you move to slavery in penal collar.
Slavery in penal collars are often of a shorter or longer duration to settle matters of debt [debtors are often exposed to slave labour], until their debt has been settled. It is important to note that citizens in penal collars are not branded, and their time in one is to humiliate them as to encourage them not to end in one ever again.
Disputes of innocence are often solved by a trial. These trials consist of different tests for Men or Women.
Trial by Steel
Those of High Caste may be represented by a Champion, whereas Low Caste wanting to take up a Sword against the Home Stones First Sword [the High-Captain/Judicial Champion] are considered foolish though allowed this possibility to die with honour.
Even Women of High Caste may have their honour defended by a Champion.
Trial by Fire
Consists of picking a stone out of boiling water carrying it 9 paces [steps]. A week later, if the carriers wounds has not become infected they will be declared innocent.

1) Only the High Cities of Gor has a High Council which include members of the High Castes and those few of Low Caste
that has made serious contribution to the Home Stone and proven their loyalty and worth
2) An Ubar or Ubara, even Tatrix rules with an Advisory Council . Paramount is the fact that the Ubar is a Dictator and do
not need the vote of the Council
3) A Merchant Council is common in most Cities, Towns and Villages run by an Administrator in civilized Gor [stretches
from the southern borders of the Northern Forests in the North to the 9-gated High City of Turia on the Plains in the
South, and from the Coastal shore line touching the Thassa to the West.. . to the Thentis and Voltai Mountains in the
East]
4) Communities such as Peasant Villages, Rencer Communities are governed by a Council or Gathering of Elders [this
practice is also known among the Red Savages of the Barrens, and the Raiders of Torvaldsland in the uncivilized parts of
Gor].
